Unifier software enables the State of Ohio to easily oversee the entire lifecycle of its capital projects, from planning, budgeting, design, and construction, through ongoing facilities and renovation management. The state has deployed Unifier in a program designed to ultimately provide comprehensive capital program lifecycle management capabilities to 21 state agencies, 14 public four-year colleges and universities, and 23 public two-year and technical colleges across Ohio.
Key non-financial business processes provided by Skire Unifier, including design reviews, construction management, document management, and communication processes, have been implemented during the state’s first deployment phase as part of the Ohio Administrative Knowledge System Capital Improvement (OAKS CI) system. The second phase will focus on linking Unifier with the state’s enterprise resource planning (ERP) system to provide integrated financial business processes. When fully implemented, the solution will help maximize Ohio state government’s ERP investment, creating a unified environment that will bring together the state’s staff with key suppliers for:
- Enabling collaborative design – facilitating the design process through on-line collaboration and document reviews;
- improving construction project management – delivering a single, consistent source of data for all construction activities;
- Simplifying project budget and cost management – providing detailed financial management tools, forecasting, and change management capabilities;
- Integrating funding management with project cost control functionality;
- Improving schedule management; and
- Supporting EDGE reporting requirements – enhancing compliance with the state’s vendor diversity program.

- The Ohio Department of Transportation has implemented Unifier design review processes for building a new Clinton County maintenance facility. As the project proceeds, Unifier document management and construction processes will be used.
- Columbus State Community College is using Unifier communication processes, including RFIs, action items, and meeting minutes, for renovation of Delaware Hall.
- Kent State University is using Unifier for a stone repair maintenance project on a campus building.
The Athens Mental Health Center, in Athens, Ohio, is using Unifier for a capital improvement project.
